The fishing effort system was abolished in Iceland for the ITQ system in 1984, except for boats under 10 tons that could choose between two systems. First there are quantity quotas where the fishing vessels were assigned certain quantities that they could catch. Second, there are the fishing effort system that allowed the vessels to fish for a certain number of days during the year. There are now 900 small vessels, and because of these restrictions most stay idle throughout the year but for many it is still better than the ITQ system.
